Tom Silver

Tom Silver serves The Texas A&M University System and the Office of General Counsel as Managing Counsel, Litigation and Dispute Resolution.  In that capacity, Tom manages the litigation filed in federal and state courts throughout the state against the A&M System, its member institutions and employees if they are sued for actions taken within the course and scope of their employment.  He also represents the A&M System and its member institutions in internal administrative proceedings hearings and external administrative proceedings before federal and state regulatory agencies like the Department of Education, the Equal Employment Opportunity Commission and the Texas Workforce Commission.  In addition, Tom advises the A&M System and its member institutions on general employment matters.

Tom joined the Office of General Counsel in June 2015. Prior to joining OGC, he was a partner at a law firm in Corpus Christi, where he began his legal career after law school in 1992. He has extensive experience handling litigation involving insurance, personal injury, automobile liability, construction defects, deceptive trade practices, and general negligence. Tom has represented companies, individuals, municipalities, and governmental agencies and has tried more than 60 cases to jury verdict. Tom is rated AV® Preeminent™ by Martindale-Hubbell.
