Attorneys in the Office of General Counsel
Andrew L. Strong, General Counsel, received a B.S. degree in Civil Engineering from Texas A&M University in 1989. He received his J.D. from South Texas College of Law in 1994. Prior to joining the OGC staff in April, 2009, Mr. Strong was a partner in the Houston office of Pillsbury Winthrop Shaw Pittman LLP. Prior to joining Pillsbury in 2005, he was the managing partner of Campbell, George & Strong LLP, a firm he co-founded in 1994. Mr. Strong has extensive experience litigating and negotiating settlements to complex disputes at both the state and federal levels, and has worked with government entities, public universities and private clients. He is licensed to practice law in the states of Texas and Louisiana, and has been recognized by his peers for the past five years as one of Texas Monthly’s “Texas Superlawyers.” |

Scott
A. Kelly, Deputy General Counsel, received a B.S. degree
from Mankato State University, Minnesota in 1981. Upon graduation, he returned
to his native state of Oregon to attend law school, receiving his doctor
of jurisprudence in 1986 from Northwestern School of Law at Lewis and Clark
College in Portland. Mr. Kelly's practice experience includes service as
a law clerk for the U.S. Department of Justice in its Portland office. He
later was in private practice in Portland. He joined the OGC staff in 1987.
Mr. Kelly is licensed to practice law in both Texas and Oregon, and is a
member of the bar in both states. |
Antonia M. Aguilar, Assistant General Counsel I, joined the Office of General Counsel in November 2006. She graduated from Texas A&M University in 2003, Summa cum laude, where she earned a B.A. in Political Science, with a minor in Business. She received a J.D. from Baylor University School of Law in 2006. She is a member of the State Bar of Texas and is admitted to practice before the Federal District Court for the Southern District of Texas. |

Brian
K. Bricker, Assistant General Counsel III, joined the
Office of General Counsel in July 1997. He graduated from Texas A&M University in 1987, and received his J.D. from
the University of Houston in 1990. Prior to joining OGC, he was in private
practice in Houston for two years, and later worked as an Assistant District
Attorney in Brazoria County for five years. He is licensed to practice in
the U.S. District Court, Southern District of Texas. |

Jerry
M. Brown, Assistant General Counsel III, joined the Office of General Counsel in September 1998. Prior to joining the office he was a trial lawyer with a Bryan law firm. Before attending law school he was a litigation support consultant and law firm administrator. He holds a B.B.A. in Management from Texas A&M University, 1985, and a J.D. from the South Texas College of Law, 1993. He is licensed by the Texas Supreme Court to practice in all courts of the State of Texas. He is also admitted to practice before the Federal District Court for the Southern District of Texas. Mr. Brown is a member of the National Association of College and University Attorneys (NACUA) and the Association for Student Conduct Administration (ASCA). |

Jorge
D. Canales, Assistant General Counsel III, joined the
Office of General Counsel in May of 2002. He most recently was an Assistant
Attorney General, and prior to that time was a private practitioner
in Hidalgo County for over 14 years. He holds a B.A. in Art and Business
from Pan American University, and a J.D. from the University of Houston Law
Center. Prior to beginning his career in the field of law, Mr. Canales spent 10
years as an administrator at the University of Houston and Pan American University.
He is fluent in Spanish and English and is licensed in the U.S. District
Court for the Southern District of Texas. |

Timothy
V. Coffey, Assistant General Counsel IV, joined the Office of
General Counsel in May of 2005. He received his B.B.A. from Texas A&M University in 1973. He served
five years as an officer in the United States Army before attending law school
at Texas Tech University, where he was a member of the Order of the
Coif and Phi Kappa Phi Honor Society, and where he served as Editor-in-Chief
of the Texas Tech Law Review. He is certified in Commercial Real
Estate Law by the Texas Board of Legal Specialization and is a member
of the College of the State Bar of Texas. Mr. Coffey has been selected
by his peers as a “Texas Super Lawyer” in a survey by the publishers
of Law & Politics Magazine and Texas Monthly. |

Warren J. DeLuca, Assistant General Counsel II, joined the Office
of General Counsel in July 2005. He earned a B.B.A.
in Finance from Texas A&M University in 1993 and a J.D.
from South Texas College of Law in 1997. Prior to joining
OGC, Mr. DeLuca spent several years as a corporate in-house
counsel, including five as general counsel of a software
development and consulting firm, and also maintained a private
practice. He is admitted to practice before the Federal
District Court for the Southern District of Texas and is a member of the College of the State Bar of Texas. |

W. Jan Faber, Assistant General Counsel IV, is a graduate of Texas A&M University and a graduate of South Texas College of Law. Mr. Faber is admitted to practice in Texas and before the U.S. Court of Military Appeals. His areas of practice include animal law and research compliance, employment law, and environmental law. He joined the Office of General Counsel in July 1999 after having a career in the U.S. Air Force. |

Eddie
D. Gose, Assistant General Counsel IV, earned a B.A.
from Texas Tech University in 1971 and a juris doctorate in 1974. Prior
to completing his education, he served as a Strategic Intelligence Officer
with the U.S. Army during the Vietnam War, and has continued his affiliation
as an officer in the Army Reserve. Prior to joining OGC in 1987, Mr. Gose spent eight years in private practice and six years
as in-house corporate counsel in the private sector. He also serves as an
Adjunct Professor at Blinn College. |

Gina M. Joseph, Assistant General Counsel II, graduated Summa Cum Laude from Texas A&M in 1995 with a B.B.A. in Business Management. She received her J.D. from the University of Houston Law Center in 1999, graduating Cum Laude. Prior to joining OGC in 2009, Ms. Joseph was the Managing Partner of a Houston law firm, where her law practice focused primarily on real estate and corporate transactional matters. She is admitted to practice in all federal district courts in Texas, as well as the Fifth Circuit Court of Appeals. Ms. Joseph is currently President-Elect of the Texas Aggie Bar Association and served as Chairperson of the Special Olympics Committee for the Houston Bar Association. |

Katherine R. Knight, Assistant General Counsel II, joined the Office of General Counsel in January 2007. She graduated from Texas A&M University in 1992 with a B.A. in English. Ms. Knight received a J.D. from Oklahoma City University School of Law in 1996. Prior to joining OGC, Katherine was an Assistant Attorney General with the Law Enforcement Defense Division of the Office of the Attorney General and Committee Counsel/Chief Clerk for the Corrections Committee of the Texas House of Representatives. Katherine most recently served as a Policy Director and Assistant General Counsel in the Office of the Governor, and Acting General Counsel for the Texas Youth Commission. |

R. Brooks Moore, Assistant General Counsel III, joined the Office of General Counsel in July 2005. He graduated from Texas A&M University in 1995 with a B.B.A. in Management. Mr. Moore received a J.D. from Baylor University School of Law in 1998. He interned for Texas Supreme Court Chief Justice Thomas R. Phillips in the Fall of 1997. Prior to joining OGC, he was in private practice in Austin representing Texas school districts and previously was an Assistant Attorney General in the Habeas Corpus Division of the Texas Attorney General’s Office. He is admitted to practice in all federal district courts in Texas, as well as the Fifth Circuit Court of Appeals. |
Karen
B. Royal, Assistant General Counsel II, joined the Office of General Counsel
in February, 2004. She is a graduate of Texas
A&M University, where she received a B.A. in English in 1998 and an
M.Ed. in Educational Administration in 2000. She taught high
school English and Speech for two years before going to law school
at Texas Tech, where she received a J.D. in 2003. Ms. Royal is a member
of the State Bar of Texas, the American Bar Association, and the National
Order of Barristers. She is admitted to practice before the Federal District Court for the Southern District of Texas. |

Jessica Scott, Assistant General Counsel II, joined the Office of General Counsel in January 2008. She graduated Magna Cum Laude from Texas A&M University with Foundation Honors, where she received a B.A. in Political Science in 1997. Ms. Scott received a J.D. from the University of Texas School of Law in 2000. After law school, she served as briefing attorney for Third Court of Appeals Judge Lee Yeakel, now a federal district judge for the Western District of Texas. Ms. Scott spent several years in private practice in Austin, Texas before joining the Office of General Counsel. She is admitted to practice before the Western, Eastern, and Southern Districts of Texas and the U.S. Tax Court. |
